Q You are the Warden at Milford State Prison. After the conclusion of your presentation before the Governor's Study Task Force of Governmental Privatization Options 6 other persons testified reviewing all major elements on privatization. They covered both major sides of the issue. The Task Force then took a long holiday weekend to review all of the testimony. They issued a report to thr Governor noting there were well presented arguments shared with the Task Force. She thanked the Warden directly for being willing to come before a senior committee within literally days of selection and appointment to the position of Warden at Milford. The Governor notes she has decided to move forward and issue bid specifications for privatization within a single prison - Milford State Prison. She notes she has no thoughts about any privatization beyond Milford but good reason exists to give this matter a professional try with no preconception. She makes it clear that staff are deeply valued, security counts at the top of the priority list but she must determine if serious cost savings are possible without endangering security of staff, inmates and the surrounding community. The bid documents will note a three year experiment in one site only. The Governor has been clear that she will conduct yearly Task Force Sessions on the status of privatization operations and the Union will be represented on the Task Force. Your topic is not Privatization - it is Communications. How would you as Warden go about communicating the decision of the Governor and the bid steps that will follow? Privatization will be awarded in July, 2019 with operations to begin by the selected vendor on July 1, 2020. What input would the union be entitled to provide? I will initially ask the staff members not to speak/interrupt because I will complete stating all the conditions for privatizing the Milford State Prison. I will inform the staff members about the intervention of the government to check regularly whether operations in correctional facilities are being done properly or not.
